To have inspection frequency loaded in property file not tenant
Inspection Frequency should be in property rather than tenant. When properties have different inspection frequencies, it should be loaded in the property, not the tenant as when tenants change, it is often missed if the property is meant to be inspected at a different schedule than the normal frequency.
