   Agree whole heatedly - the tabs/folders/categories derive from the 'Document Details' when you create new entries - the 'type' of document chosen determines the tab/folder/category it is sent to

    alternatively, a reporting function could be built (which is a LOT more work but very useful):
    managements, communications, mail merge, 1. select method 2. select template 3. Choose Recipients and then in 4. Filter Recipients be able to actually FILTER using the tabs which appear for property details (such as compliance) - and then further narrow down using the data fields that are available within the compliance registration (REGISTER: Category, Managed By, Serviced By, Compliance Expiry Date, Next Service Date etc)

13. Have the ability to delete and add document in compliance history. The correct document is sometimes not attached and we need to change it.
